Package system is broken after upgrading

Commenting them out would be like removing the file entirely.
Removing the repository is safe and it will not affect the state of an installed package.
However, it would result in that installed package no longer receiving updates from that maintainer.

If you do not use that software or have any doubts and it is not a big deal to reinstall it, I would just clean them out and reinstall if needed.

You can add a check mark for Canonical Partners to make things a little easier for some packages, if you like. This is tangent advice.

Per your other issue, it looks like a third party package OBDC is where the current conflict is.
Please clean things up a bit:

sudo apt clean && sudo apt autoremove

Is OBDC a Microsoft driver for SQL that you are using?

about that microsoft thing, i installed .net sdk when it still zorin 16.
using this guide from microsoft Install .NET on Ubuntu 20.04 - .NET | Microsoft Learn
AFAIK zorin 16 is 20.04 based?

Yes. Zorin OS 17 is based on Ubuntu 22.04.

For this issue..
So, earlier I did partial upgrade from update manager.
And then It basically fixed itself.
No more broken package system.
