I have the Telegram flat and clicking Quit Telegram (that should be in Italian) on the taskbar shortcut just opens Telegram to close it immediately after. I wanted to share this feedback here after that a user on GitHub told me that Telegram staff can't do anything about this since it's handled by the system.
If this issue persists across multiple applications, I might wonder if it is a system issue.
However, if it is occurring solely with Telegram, it is far more likely to be in how Telegram communicates with the system U.I., dock or termination requests.
I think your bug report was far too swiftly closed, having asked for no logs or verifying information.
