Ok, I deleted the other account and topic, to reduce any confusion.
Can you right click the xfce4-panel, then use the Arrow to open Panel Preferences.
In the third tab over Items click the (+) to add an item. In the list, scroll down to Power Manager Plugin
Add that.
Close out the preferences window.
Click the Plugin you just added and there should be a slider for adjusting the brightness.
