Resume from Suspend or Hibernate corrupts display system

Odd problem I haven't had much luck finding a close enough parallel for.

When I use ANY form of power saving function (suspend, hibernate, hybrid) on resume, I have severe system lagging always accompanied by display system restart and subsequent driver corruption (evidenced by textual elements not displaying correctly) the lagging and restarting is seemingly random and I cannot seem to identify any other causal factors. Along with this is seemingly high either CPU power use or GPU power use. Haven't been able to get my monitoring apps to function in this condition to know which. This all causes the system to be essentially unusable until a reboot.

When I restart the system everything behaves as normal.

In addition, and separately, I cannot suspend the system, it immediately resumes on fully attaining sleep. Which is why I enabled hibernate in the first place. The video issues didn't start until the last month or so.

I also run Windows 11 and do not experience any issues.

Hardware:
EVGA RTX 2060 6GB (first edition) stock speed, stock bios
AMD Ryzen 7 3700X stock speed
Gigabyte Aorus Elite b550 v.1 F15c (latest as of 5/2022) firmware
Corsair ____ memory, 16gb stock timing

OS: Zorin OS 16.2 Core
Windows 11 22H2
