Once installed, please launch terminal and run

sudo lshw -C video

and relay that output here.
For a Toshiba Dynabook, I would expect Intel Sandy or Ivy graphics. You may have a dedicated Nvidia card - that is what we need to know.

You may need to use the kernel parameter i915.enable_psr=0

There may be times that a user must add a specialized grub parameter in order to overcome an issue. The purpose of this guide is not to provide parameters, as that would be a case by case basis.
