Wait. Try updating. Do this:
- sudo apt install libdvd-pkg
- sudo dpkg-reconfigure libdvd-pkg
Try again with VLC. This worked for me.
Please let us know if it works for you, too.

@Omnimaxus Sorry pal, it was already suggested and it didn't help. VLC works fine, but the software I work with is Kodi.
If you used the Zorin Upgrader there is a chance you may have old (Z16/Ubuntu 20.04) "Focal" repositories still present for some software. To check see this: [How To] Manage software sources after using Zorin Upgrader
I had the same problem on 17.1 and I installed this:
sudo apt install gstreamer1.0-plugins-bad
That fixed it so the Zorin Video player played my DVDs again.
I found this solution here:

hi folks !
Found some time to turn on my laptop again today. Had no spare time to do so for a while, sorry.
The system suggested me a partial update, telling me a previous update hadn't gone properly. Since reboot, everything's fine with DVD iso files.
So, the thread can be closed now. Thanks a lot to you all.
I have marked your post #24 as Solution.
