I am seeing this white window at the top of the screen, when starting some applications or run a app from the terminal. It disappears on it's own after about 3 seconds.

It is best to post a screenshot attached in your post.
To do that, from the Reply box, select the upload tool (6th from left) and choose image file (needs to be <1MB) to attach.

Understood about the screenshots, I was enjoying the luxury of the way Z takes screenshots and adds them to the buffer for pasting in one step.
The white window disappears on it's own after about 3 seconds. It first appears thinner then jumps to a thicker one, then disappears.
Moving the cursor or clicking on the desktop doesn't seem to affect it.
There is some very small text in the far left edge of it. I'll try and video it.
It feels like it appears at the time I first open an app.
So far, noticed it when opening Brave (not the default), Libra word, pika and software.
No difference if its the full install or the limited install.

In your Z18 Pro, Zorin Appearance Settings, Do you have Advanced Window Tiling switched =ON ?

No, advanced tiling is disabled.
I think it is related to an error message, because I can replicate it by attempting to add the /boot or the /etc folder to a 'Pika backup' job.

The thick white stripe is definitely related to a warning message. Because in my testing of my printer the thing showed up every time I printed a doc.
