Panel Icon size is adjusted pro-rata by Panel height setting.
I don't know of another way of doing it, but if it can be done on Core (gnome) then I am sure someone will reply.
You can that set up in the Taskbar Settings. When You shrink the size of the Taskbar the Icons will shrink, too. As an Alternative to the default Zorin Taskbar, I can recommend the Dash To Panel gnome Extension. There You have some more Options to customize the Taskbar.
