By default they can't be dragged on a touchscreen I have found.

Solution:
enabling "Use system title bar and borders" in Chrome settings.
Firefox has something similar in its customisation options:
From the main menu in Firefox:
Then in the Customise toolbar, find the Title bar check box and enable it:
