Some elements are not being changed...why?

I’m a Linux beginner and wanted to change my theme according to the instructions from Zorin OS https://help.zorin.com/docs/system-software/third-party-themes/.

Some things are applied, but others aren’t. What am I doing wrong?

Place a hidden empty text file named “.libadwaita” directly into the “gtk-4.0” folder of your theme, alongside the “gtk.css” file.
