I was trying to play an old DVD with VLC Player. When VLC is in full-screen mode, the monitor blacks out periodically. It doesn't happen in non-full-screen mode, and it doesn't happen when playing .mp4 video files.

Given your description, I admit that my first suggestion may not seem intuitive. But...
Have you ensured that the Screen lock or Screensaver is set to "never"?
It may be blanking the screen during minimal usage when in full screen mode in conjunction with the Power Save Options.

I remember that I fixed a problem about playing videos from a CD by entering sudo apt install ubuntu-restricted-extras
on terminal. A nice workaround is moving VLC window in one of the top corner and then dragging a VLC window corner to fit screen size completely .
