I wasn't able to reproduce this error and tested it on Wayland and XOrg.
Do you have changed the default settings for keyboard shortcuts and created custom ones?
I tried this (alt-shift):
gsettings set org.gnome.desktop.wm.keybindings switch-input-source "['Alt_L']"
gsettings set org.gnome.desktop.wm.keybindings switch-input-source-backward "['Shift_L']"
But then I reset the keyboard settings.
ps: Now I installed ZOS under VirtualBox and VMWare - same thing, didn't change anything
Wayland, Language English and Russian (en-ru)
I installed ZOS 18 Core R2 on a clean drive on another computer. The keyboard layout issue persisted.
And what happens when you use the default keyboard shortcut to change input language Super+Space ? Shift_L and Alt_L can be problematic as standalone keys for shortcuts because they are also used in other combined shortcuts / functions.
