The power supply fan always works at maximum power

It is always at that speed, no matter what it is doing, is there any way to control its speed? It is a desktop PC HP-Compaq-8200-Elite-SFF-PC

It appears to be a widespread problen and not related to a GNU/Linux issue but a hardware one.
