It should be fully packaged in APT.
Have you run your upgrades after installing Zorin OS 17?
sudp apt update && sudo apt upgrade
Just the standard updates.
I wonder which package is shown in the Software Store...
In terminal, does sudo apt install shutter work?
Only apt. If you remember there was a post about how to install shutter post 18.04. Will look at it later.
