Hello, I want to upgrade from zorin 17.3 pro to 18 core. According to the official website that should be possible, by just not entering the purchase code and clicking to upgrade. But the upgrade button is disabled and I can't upgrade.

That is not possible. You can only upgrade to Zorin 18 pro, and you need a new license for Zorin 18 pro.
A direct upgrade is only possible from Zorin 17 Core to Zorin 18 Core or from Zorin 17 Pro to Zorin 18 Pro.
To install Zorin 18 Core a fresh installation is required.

From what I have read from the website, if you have old version of Pro, but not yet ordered a new version you can skip, but that lands you at a purchase Pro page.
At the top of the webpage it says "Upgrade Zorin OS from a previous version, or from a free edition to Zorin OS Pro". i.e. you can upgrade to Pro from free versions, but nothing about upgrade from Pro to free version like Core. A new install of Core is required, if going that route.
