USB-C Monitor not detected correctly when it powers up

Is there a way I can run a command when the external USB-C monitor powers up?
( xinput map-to-output 12 DP-1-0)

The problem is that the monitor powers down every time Zorin blanks the main screen. When I move the mouse, I have to run the command manually.

I can't enable a sub-display with a single xrandr command

I want to enable a sub-display only when I use it, so I ran the command xrandr --output HDMI-A-0 --auto, but I had to run it twice to get it to work. Why is that?
