Just out of curiosity, because family member wanted to upgrade from Windows 8 to 11 I tried running the .iso in virt-manager. It reported that the system did not meet requirements. However when trying to add hardware to my VM of Zorin 16.2 Core I noticed this in the Hardware Details of virt-manager!:
I am aware that Windows 11 uses TPM2 so has virt-manager always had this, or could the Windows 11 iso have installed it?
