Subject header says it all. Why are the dash settings grayed out?
To be clear, I'm talking about the settings in Zorin Appearance. Thanks.
Properly because you don't use Dash in your choosen layout. 
At first, I was a little confused at your response. I looked up "Dash Zorin OS" on DuckDuckGo, and saw a search result that led me to the GNOME shell extensions page. I then understood what you meant, and went to the extensions manager I installed (to use Espresso for power management). Saw "Zorin Dash." Got it. But why does the context menu say, "Pin to Dash" when right-clicking on an app and not "Pin to Taskbar"? That's what led me to my initial confusion. Thanks.

Tweaks on Zorin 17 doesn't include extensions tab as shown,
Is this normal or there's lack of certain configs to be detected by Tweaks?
