Since upgrading to version 18, I've been unable to change folder colors or assign categories as I could before. The options appear to be missing or no longer work as expected. Has anyone else experienced this issue after the upgrade, and is there a setting, permission, or workaround that restores this functionality?

AFAIK, this feature has been removed because it was bugged.
