That's by design (Gnome design). I like it that the icons a large, when you get older and eyes begins to fail you, you'll start appreciate it as well 
But I'm still 30 years old.
Isn't it designed for touchscreens, where large icons suit big fingers?
I don't know what the Gnome team was thinking, but I do like large icons.
But from closer look at the screenshot, the space between the icons could be bigger, to avoid it looks like a mess, which can be fixed by theming.
Hi, just now when I opened Zorin, the icon size change to the right size. I don't know how it works. I didn't change anything.

Maybe a Restart or new Login was enough for that.
Yeah, just a “glitch”, if we can say so. And 1 of the worst of issues that you can see, because might be an issue that happens once and then you can't reproduce it anymore to report it (because developers prefer to receive bug reports with issues that are reproducible 100% of the times, or at least easily with certain steps).

Yes. It turns out that this problem sometimes still appears again. usually when switching from one layout to another. But I can't be sure how to repeat it. And it can also be normal again if you switch from one layout to another.
