This is what I did:
sudo apt remove gir1.2-malcontent-0 malcontent malcontent-gui zorin-os-desktop
Why only for certain users? There must be some information concerning these users in AAD that I don't see.
Could you please tell me, how to do that?

Yes, thank You. The newest Version seems to be related with this Parental Control Program. So, You could let the older Version installed.
What also worked is installing the latest version of zorin-os-desktop (1.7.7) and then removing the other 3 packages (gir1.2-malcontent-0 malcontent malcontent-gui).
