I want to check this first, gnome tweaks and gnome extensions are already installed on Zorin or not ?
On Z16 none of those come preinstalled, and I would have to re-install Z17 to be sure, since I do have them both right now on a VM, but I'm pretty sure they weren't installed either.

It's so freaking stupid how they stated betas can be unstable, LOL
I mean, broadly speaking the release cycle of any software goes something like alpha, beta and stable versions. By its very definition a beta release can be unstable.

No, they are not installed by default 
To install them :
sudo apt install gnome-tweaks
sudo apt install gnome-shell-extension-manager
I'm happy to report that the spatial window switcher is now working for me in the final release of Zorin OS 17 Core.
I don't know if the team fixed something specific or it's been just a case of "have you tried turning it off and on again", but here we are!
Now if only the upgrade to Pro can actually finish installing today...
