I already bought the Pro version in the past but the download link is only for 16.3. If I request a new download link the same with 16.3 arriving. How can I download the latest Pro version? Should I pay again?

Yes. Each new major version of Zorin OS Pro requires purchasing a new license. More than fair considering it represents a LOT of work and refinement.
Works out ot about $20/yr; less than many of us spend on coffees in a month or week or day.
