You have above it an ''Open'' Button. Alternatively use the ''Other Application'' Option and in the following Window choose Inkscape and at the bottom of the Window, You have a Toggle to set it as default for opening .svg Files with this Program.
Indeed, i am aware of the option to search for it. but it's not an option. Hence my research here. Rather, really. I'm not seeking assistance, as you might re-read the o/p. I more so wanted to bring it to the attention of whomever handles that bit.

No big. I am an advacned user. I realize I can open the .svg in Inkscape. or whatever i wish. text editor really.
Note: Double-clicking .svg files opens it in Gwenview.
I've experienced this very same issue across probably every linux destkop i've used (which may incl, but not certain) Pop! (COSMIC), MX-Linux (XFCE/KDE), Arch (XFCE, KDE, Budgie), etc.
I have no baseline. It's just data.
My best guess something w/ the GNOME. I dont know that it ever "fixes" from anything. it's just one of those mysterious gnomes living in the system that we just accept and isn't super anti- this or that enough to make it painful. haha.
Is Inkscape installed as Flatpak or .deb?
It is a Flatpak.
I have Flatseal installed but do not know what options to enable for further compatibility.
I don't know how Flatpak works (internally), so this could be learning experience.

The Permission Stuff with Flatpaks can be a bit ... annoying. In this Case, I would for a Try suggest to install the .deb Version of Inkscape (uninstall the Flatpak before) and see if it changes.
In Flatseal, You should find a Toggle to activate Access to all System Files.

but "Software" indicates it's Flatpak (in the sources thing right next to the app name/ "Install")
Hmm ... when You type apt list inkscape is it shown as installed? When You type flatpak list is Inkscape listed there?
Is there only Flatpak as Package Format chosen? Or is on the Package a Marker?
not sure what happed. (this post was draft and in another window sorry)
but i'll uninstall the flatpak and mess around and report back.

Ah, I see. You have the APT and the Flatpak Version installed. I would suggest to uninstall the Flatpak Version and then make a Reboot. Because it is late now here, I'll go to Bed. Try it out and I see Your Result tomorrow.

Helping here is pretty simple. You already have an Account. So, look in the Threads with the Issues and when You can offer an Advice, Info's or specific Steps to solve an Issue write it down. That's it. Nothing complicated.
Maybe just note that the snap is more up to date (2 years) than APT and that a download is possible directly from the publisher’s website: inkscape.org/release
