They do look distinct. 
The Zorin Icons are essentially the Paper Icon Set:

Yeah but the Zorin Icon pack has a bit more variety in the colours of folders.
Looks Papirus, too.
Unless Zorin Team says differently, I suspect that these icons all fall under the Gnu Creative Commons license.
Everything that I personally upload, I set to Creative Commons and even note on there: Take, create, modify - Make It Your Own. That’s FOSS.
It may be a bit flattering if a large team like the one at Mint was impressed enough to gaffle Zorin OS Icons.
When it comes to icons in Linux, the word “promiscuous” comes to mind. They uhh… they really get around.
