i know some time ago when i was on ubuntu , i could change an icon to whatever pic i wanted .

Yes. Therefore, You have to go to the Theme and there You have to look for a Folder called ''places'' and in there for ''folder.svg'' for the normal Standard Folder. Other Folders have other Names of Course. When You replace them take care of to name it the exact same Name as it has in this ''places'' Folder. Otherwise it wouldn't work.
Normally for Icons should be the .svg Files. I think, that You should find this mostly.
The Folder Structures on the Themes can be different. So, You would maybe have to search a bit to find the right Folder. And I saw that in the Zorin Icons are a Mixture of .svg and .png Files. So, when You want to change there something, You have to take care of using the right File Format.
I would recommend using Inkscape for .svg files instead of Gimp. With .svg files you get an icon which doesn't loosing quality or details despite how you scale it.
So Inkscape handles scaleable vector graphics (svg) better than Gimp? In the same way vector images are created in Illustrator, and not typically Photoshop.
Aaah.. I get what you mean now. So this would be for customising the look of ALL folders. That's useful as well, however in this case I'm looking for the equivalent (in Windows) of dropping an .ico file into a folder -- then appying that .ico image to That folder alone. It's a piece of cake in Windows, but in Linux.. (???)

Yes, that is possible. You create a Folder. Then make a right-click on it and choose Properties. And then click on the Folder Icon (the red marked one):
