I found the gear icon, but it no longer says Xorg and when I select it and log in, it just puts me back in the log-in screen. Not working.
It is not clearly labeled. But that would be the Xorg option. And if you like, Wayland can be disabled in order to ensure logging in on Xorg; so that is not a major concern.
That you are getting punted back to the login screen is a bigger concern at the moment.
Let's see if we can fix it.
First, you will need terminal access. Either entering TTY or using the Recovery Menu terminal.
Once you reach the recovery menu, arrow key down to enable networking. With that enabled, back up and arrow key down to Drop to Root Prompt.
Tap enter
key and... let's get started
sudo apt install --reinstall xserver-xorg zorin-os-desktop
sudo apt remove --purge '^nvidia-.*'
sudo add-apt-repository ppa:graphics-drivers/ppa
sudo apt --fix-broken install && sudo apt update
sudo apt install nvidia-driver-570 nvidia-dkms-570
Once this is done, let's see if you can login, then we can look at Vulkan.
(I listed the 570 driver because you have the 4060 Nvidia card).
Use the kernel from pop os. Kernel is at 6.12.10 and it offers the 570 driver as well

Thinking about it because you had xorg missing you may also have been missing an .Xauthority file:
After following all instructions, there is still no gear at login, it's gone.
Gnome Software and Zen Browser won't even open for some reason. They just appear open in taskbar but have no visual presence. Brave works perfectly as do most other apps.
(edit) UPDATE:
I managed to log into Xorg after removing some lines forcing the use of the Nvidia GPU in my profiles file. Now the applications open correctly and echo $XDG_SESSION_TYPE confirms I am on X11.
What do I need to check to ensure things are working properly now?
Did you follow a written guide that we can reference as to all the changes you made?
it was an amalgamation of various forums on vulkan, nvidia drivers etc... and some personal duct tape. HOWEVER, I was able to retrace my steps and removed everything I added. Now on Xorg, the game is running as smoothly as on Windows. So it seems Vulkan is running without issues using the dedicated GPU.
Wow, all this headache and I just had to switch from Wayland to Xorg.
The solution: ensure use of X11 rather than Wayland and remove the way I had modified configs in an attempt to force things to work on Wayland.
Because You have an Nvidia Card, in Your Case it is reverted. that can happen when You install Zorin with Nvidia Drivers for Example. So:
Zorin Desktop = Zorin Desktop on Xorg
Zorin Desktop on Wayland = Obviously Wayland.
You can use here the Command sudo prime-select nvidia
to set up that the Nvidia Card will be used primary.
I think for the time being I will keep things as they are until I see something is clearly wrong. Better be conservative than create a new issue when it wasn't broken. But I will keep your advise in reserve.

I'm an advocate for Xorg cause it works. I don't like Wayland, as far too many people have issues with it.
Nvidia drivers are required to fully leverage an Nvidia GPU, I'm glad you are getting decent frame rates in games now.
Until the Nvidia 570 driver is fully ready (not the server driver) on Zorin OS, I continue to use the 555 driver, as it does infact work for me.
Additionally, if you can install the Nvidia Prime Select extension from Gnome-Look, you can get the easy convenient method to switch to Nvidia GPU only here.
Or, in a couple extra steps, you could switch it from the GUI app
