I'm selecting the USB then selecting format.
I'm really dumb, or really don't know what I'm even doing. Or both.

Can you open the Disk Management console and try from that? I agree it's easy to just right click and 'format' but doesn't always work as planned. Disk Management will be much better suited for this. I would suggest deleting whatever partition is there, and adding a new one, then try Etcher. In that order - you may be skipping steps somewhere at that, it's been rough following what is happening with no screenshots to go on; they would greatly help better understand what is going on vs 'doesn't work'. With errors, there are usually error identifier numbers - these could pinpoint something that isn't visible on-screen; like failed / failing drives.
Please try using Disk Management console for formatting, then we can go from there - but you'll have to use the Disk Management console.
I have never used the disc manager, so how do I delete the partition?

Right click - delete. Then right click, create new.
How did you conclude it was write protected? Please attach a screenshot of the Security tab through the drive Properties - this may be as simple as adding your user through security permissions.

Did you Enter UEFI & change to boot from USB?
here's some help with write protected:
If you are creating the bootable USB stick correctly,, i see if the user is running Windows "S Mode",,
If the pc was in "S Mode" then disable it.
The make a NEW USB Stick bootable.
(Use the same stick, just Create a new bootable stick.)
I prefer using "Rufus" to create the bootable usb stick & set the "Partition Scheme" = GPT (For UEFI), or MBR (for both BIOS & UEFI)
Set "File System" = FAT32
Rufus or BalenaEtcher will both format your usb for you, after you select the options, so you do not have to format the usb stick or to install Zorin OS, the bootable usb stick will do this for you.
