Metered connection

I found several complains as such, all been closed.
But none solved.
Update is halted.
Anyone found the reason for this?
Also, no matter what battery settings i put, it claims i am on saving mode.

Is the metered connection for WLAN and LAN disabled?

When You type in Terminal sudo apt update && sudo apt upgrade what Output do You get? Please post it here.

I am fairly fluent in terminal, and on that side everything works as it should.
I really appreciate everyone's time, but i now realise why i hated ubuntu. I can't stand anything GNOME. why they lock everything and you have to go out of your way to break out of their system?
I feel like i can recommend zoring to new users, along with mint... But after 3 days switching from gnome files, from panel, i'm like, im literally rebuilding the gui. so, i decided to go with debian xfce as this is my comfort zone, and i dont need to break away from dependencies.
I can add or remove as i please without breaking the system.

I still feel like this an achievement since it does look more modern than mint, and if I would have someone switch from you know who, I may start recommending zorin. (i converted north of 1000 people to linux by simply carrying a usb stick).
So now I have another option which is always great.
