Here's what I got .... sorry had to use my cell to take a photo then post on here snapshot didn't work .....

This makes no sense to me...
I definitely recognize the window as the one for Mobius on Cinnamon... I am the one designed that theme.
You might have luck with:

sudo apt install --reinstall cinnamon cinnamon-core cinnamon-desktop-environment

We'll give it a try and see what happens .... let you know how I'm fairing ..... thank you sir

Well no luck ..... installed as per your info terminal command .... restarted Zorin and here is what I got ..... let me try a totally different theme one I used before the green one you might remember .... but I really don't thing your theme is to blame .... be back

Is it possible that maybe the screen is to large and the icons don't fit .... but then I would think that the screen would automatically adjust itself to the image .....

This image shows it is not the theme in question as other themes are also affected the same way.
Do you think the overlay problem with Nvidia Graphics that created the Menu problem could be to blame? Have you tried switching the Nvidia to see if that changed anything?

Here is LibreOffice .... notice that the full size screen seems to cut off part of the top bar .... even the Libre Office is missing .....

Same with XnView MP ..... notice how the top drops down just a little so the icons are visible .....

But it looks like in the web browser ... Vivaldi it doesn't do that .....

I checked again today and it is still on the setting that fixed the menu problem .... the only other setting that I can click on is one it was set to where the menu disappeared .... I only have the two settings .... I can put it back to that one and see if either or both problems reoccur ..... be back .....

Back again .... no luck on the other setting ..... no problem with the mouse right menu yet but that has always been spotty ..... went from Performance Mode to On Demand ..... the On Demand was were it was I believe to begin with ....

Lets take a break ..... pick this up tomorrow .... thanks for all your help .... I know we will solve this somehow ....

Well that didn't take long .... had two right mouse menu losses again so I put NVIDIA back to Performance setting .... :face_with_head_bandage:

Still had the problem with the disappearing top right icons .... I would much rather have that than the right mouse menu missing ....

It sure looks like the app screens are to large for the monitor and being cut off on the top edge causing the menu to disappear .... because in half screen mode the menu is still there .... but I have no idea how to fix that .... :face_holding_back_tears:

Which video card are you using, again?

I have already been working on this since 5:30 this morning .... I have tried NVIDIA Drivers 513 - 510 - 470 and Nouvau ..... no changes .... screens work in split mode but not full .... when you go to full mode the icons appear for about 3 seconds then disappear ...... see photos below ....

Also never any problem using Vivaldi .... icons never vanish and never have .... but that is on the internet ..... not Cinnamon ..... still haven't tried this on another DE ..... going to Gnome right now and try it .... who knows ..... be back

That is an odd resolution at 60hz...
That does not match your monitor ratio.

What if you try a standardized resolution just for testing?

I went to Gnome and Xfce and it doesn't effect either one

Gnome

Xfce

No problem where do we change it in the NVIDIA settings .... ALT + F2 r then nvidia-settings ????? or is there a better way ?????

I never used Nvidia settings to change resolution... I am not sure if there is a way or not.
I just use xrandr
Run xrandr to get your Video ID. FOr example HDMI or DVI`` or DP1`...

xrandr

Use the above identifier for:

xrandr --output VIDEO-ID --mode 1920x1080

So if it is eDP for a notebook computer, for example:

xrandr --output eDP1 --mode 1920x1080
