You mentioned still having lag issues. Perhaps @anon96359095 has some suggestions as to which drivers may be best for the Nvidia GeForce 1650... But it seems worth trying the Open Source Drivers out. For some people, that resolves lag.
I wanted to report that a big update just came in and my NVidia driver is now updated to 470.82.00.
I wonder if that makes any difference to OP's issue.
Nope, if driver 495 failed that driver will fail too.
I am out of ideas, thought the change of the screen refresh rate in the nvidia-x-server-settings app would fix his issue or a reinstall of a newer driver.
@Aravisian all 470 and 495 drivers should work on that card.
I would have thought the same on this.
Whenever I change the settings here and save it to config file. On reboot my laptop's screen is disabled. I have to delete the xconfig under etc/X11 to bring both my displays up.
Guys, my last words on this as follows.
If an GPU driver is not working properly, it might be due to conflicts with the kernel. Sometimes trying different kernel versions, can bring a more positive outcome.
As I understand it, your machine is supposed to work good with kernel versions starting at kernel 5.0. So anything in-between I'm sure would be good.

Did you try Pop! OS 21.04 with Kernel 5.13.0-7620-generic ??? Just for testing ?
Not yet. I set-up a windows machine as my main pc, today tried installing Zorin, not satisfied with it. Will tinker with Pop OS tomorrow.
