Yes, since it is an element of the Desktop that appears to be corrupted.
This does not mean that Zorin OS Lite itself is broken, even if something is broken on your specific build. I would still try
sudo apt install --reinstall zorin-os-lite-desktop
I've reinstalled the OS. I don't know if it has made a difference yet. It was very sluggish at first but it seems to have settled down now.
I haven't tried to change the Zorin Appearance yet, which was what I was doing when I had my original problem.
In Zorin Lite, there are Default Layouts in the layout tab... My own thing is- it is preferable to not touch that once you have chosen a layout. Because if you do -all panel settings you had customized will be lost.
