You can see the Security Tab on that screen. Can you move to that tab, then check the status of "Secure Boot"?
I would disable TPM while in there... but that's just me.

Okay I know this is a pain... but I would after following the advise of unchecking TPM that @Aravisian mentioned....do a fresh install again (I assume you'll dual boot) it may take a long time but just let it go from screen to screen. Find something to make the time pass. 4gb of ram is bare minimum so it may take a minute.
recommend at least 35gb (60gbor better is best) to install
I unabled the tpm, i don't have dual boot.

That option will overwrite Windows
Do Not choose that option unless it is your intent to Remove Windows Operating system.
Can you please Boot Into Windows.
Open the Control panel.
Navigate to the power settings and browse around to find Fast Boot
or Fast Start
. Once you find it Disable it.
It locks the drive preventing read /write access.
I think that this option is in the next step of the installer.

The next suggestion is defrag Windows. Vigorously. It appears that your drive is... heavily populated...
