Hello, I am encountering difficulties when attempting to update and upgrade the python3-apport and python3-problem-report packages on Zorin OS 17.1 Core. These packages remain 'kept back' when I execute the commands sudo apt update && sudo apt full-upgrade. I am perplexed by this issue and would appreciate any assistance in resolving it. I suspect this might be a bug or possibly a conflict with other installed packages.

This is not unusual per se. Did You checked the Software Sources Tab in Software & Updates
? It is the first from the left side- Look there if ''Main Server'' ist chosen. Then try it again.
Sometimes Packages are held back because there are not ready at this Moment. Simply wait can help.
In terminal, please run
sudo apt install apport python3-apport python3-problem-report
and that should get everything unhitched and fully installed.
@Aravisian , I had exactly the same issue as reported above, so I copied the command you wrote (thanks!) and pasted it into the terminal, after initially trying to upgrade again - just in case waiting had resolved it. Here is what I got back after running your command:

Yes, it looks like the latest python-apport packages refer to some new packages. Due to this, those upgrades were held back (unless the new packages are installed).
By just doing a full install of those packages instead of upgrading them, the new packages get installed too.
I did the update command before trying the upgrade both times - IDK?
I didn't close the Terminal, so here:

On checking it again it comes back as "All packages are up to date". My misunderstanding! Thank you.
