What extensions do you refer to?
Are they specific apps that it happens to? I'm thinking could it be flatpak/snap apps?
This seems to be a recurring problem. I remember it being asked about many times, usually frustratingly.
All Programs. Steam was installed by deb package and have same issue.

sudo apt-get remove indicator-* and rebooting solved the problem
