Yes you can make Linux Mint look pretty good
You can even switch the whole desktop if you want to
like i want linux mint or any other OS except zorin to look almost like zorin os desktop (that's my minimum requirement). if not then zorin would be the way to go

You can use Mint XFCE and use the Zorin Theme- but at that point, it would make more sense to use Zorin Lite (or Zorin XFCE.)
If you want Cinnamon Desktop, like Mint, you can install Cinnamon on Zorin OS easily and it runs better on Zorin (No bogging down like it does elsewhere).
I have and use Cinnamon on Zorin OS.
ZorinGroup has given me the Go Ahead to create themes for Cinnamon on Zorin based on the Zorin Themes. I have not yet even begun that, though, due to Low Demand for them (I guess... no one has asked about it recently and those that did, still have not even installed Cinnamon on Zorin) and me being quite busy lately...

No 100% sure KDE and Gnome is more popular than Cinnamon.
it is popular, but according to what i've heard about cinnamon, people say its very very stable, as compared to gnome, and has various tweaking settings to make it look good.
Popularity is irrelevant compared to functionality in any case.

Usually it's not about the DE is stable or not, if your distro is maintained well there should be no problem with stability and usability.

is built and maintained for the Solus Project

Budgie is a Fork of Gnome that uses almost entirely the same things as Gnome. I know this, in great Detail... Because of working on the code and Theming it. Calling the Properties and classes.
Budgie and Gnome are pretty much the same thing and I am not going to sit here arguing with you nonstop.
