I had issue with my os and lost access to PRO features, more details can be found bellow:
TL;DR:
I was stuck in CLI mode and had to use sudo apt install --reinstall zorin-os-Desktop to fix it, due to which i have lost access to PRO functions in Zorin Appearance.
I need help with restoring access to pro features
Could you please explain why you believe it is a bug?
I've never experienced such phenomenon myself - I am also a Pro user.
Agreed, that is not a bug. It is a side effect of restoring the Core destkop, but not reinstalling the Premium-layouts.
Which... by the way is your solution.
@FrenchPress should be able to help you formulate the correct terminal install command for that.

I think sudo apt install --reinstall zorin-appearance-premium-layouts
But you or another Pro user can test it to see if it works or change it until it does.
I really need to buy pro.
This is where the ZSH Terminal I use would come in very handy. It would tell me the exact package name.
...maybe it's sudo apt install --reinstall zorin-appearance-layouts-premium
I remember seeing it that you will get a discount if you are Zorin 15 Premium user.
Well if @AZorin or @zorink are nice to @Aravisian they should give a pro license for free for all his/her hard work on the forum here 
. I think he/she deserves this as a nice christmas present and as appreciation for the things he/she is doing here.
They did so on Zorin 15.
They offered on Zorin 16, but I declined. The only logical reason for me to accept that offer was so that I could field Zorin Ultimate/ Pro questions.
Since @Storm, @Frenchpress and @337harvey have zorin Pro, that left three available moderators to handle such things. Me also doing so seemed superfluous.
Incidentally... They had all moved to Pro before being made Mods. When they were made mods, the Zorins offered them refunds and they could keep Pro - they declined given that they chose Pro to support development.
Clearly this demonstrates:

Well window asking me to purchase premium when i already have one is a bug, From user experience perspective system at least should identify my license and advise correct command to install missing packages.

I confirm that neither one of them works on my Zorin 16 Pro.
There is no licence key (like Windows) for Zorin Pro.
There is absolutely no place to store the licence key on your system. This is a good thing from a privacy point of view (i.e., no telemetry).
Since you have a Pro version, you could also ask a help directly from developers. Best way to contact them is to send a reply to the confirmation email you have received from Zorin.
One more thing to try, what do you get when you issue this command?
sudo apt search zorin-os-pro

I think I found a right command 
Try this.
sudo apt install --reinstall zorin-appearance-layouts-shell-premium
You can put your usb with the live image into your pc, make sure it's mounted, then in the sources part of software update settings select the cd-rom option and use that image to access the premium software and layouts. Make sure you turn it off when your done.
sudo apt install --reinstall zorin-appearance-layouts-shell-premium
This worked.
Also following command can be used to restore all Pro features:
sudo apt install --reinstall zorin-os-pro
